Power BI dashboard development: what to ask a specialist and what to agree

What to ask a Power BI specialist and what to agree, so the model and the files stay yours.

In this topic: IT and data 18

A Power BI dashboard has two layers: the pages people look at, and the model underneath that fetches the data and does the counting. When you pay for Power BI dashboard development, the demo shows you the pages. The model, and the account it lives in, decide whether you can still change, refresh and trust the dashboard once the specialist has moved on.

What follows is the buyer's side: what to write down, how to judge a specialist and which agreements keep the model and files in your hands.

In short

Have the work done in your own Microsoft environment, under your own licences, with your own people as workspace admins and the specialist as a guest. Put the decisions and every KPI definition in writing, agree deliverables and acceptance tests up front, and sign off only when the figures reconcile with the ledger and every security role has been tested.

01 The decision

When hiring a Power BI specialist makes sense

Plenty of organisations build good first reports themselves. A specialist earns the fee where the data, the security or the stakes are harder.

Building it yourself works when

One or two sources with clean data and a standard connector, such as a cloud accounting system. Someone in-house with time to learn. Readers from your own team, who may all see everything.

A specialist pays off when

Data from the ERP (orders and stock), the CRM (customer contacts) and time tracking must line up, not everyone may see the same rows, or a source on your own server needs a gatewayOn-premises data gatewaySoftware on a server in your own network that connects the Power BI service to sources it cannot reach over the internet.. Also when a first attempt stalled, or the report goes to a board, a lender or clients.

A middle route often works best: the specialist designs the semantic modelSemantic modelThe layer under every Power BI report that holds the tables, their relationships and the calculations. It used to be called a dataset. and the first reports, and your own people build further reports on that model. You pay once for the hard part and keep the knowledge. Accountants and advisers who arrange this for a client should apply everything below to the client's tenantTenantYour organisation's own Microsoft cloud environment, with its accounts, licences, settings and data, managed by your administrators. and licences.

02 Requirements

Writing the requirements for a Power BI dashboard

Microsoft's planning guidance asks for each business metric with its definition and how it should add up (source: Microsoft, December 2024). Six things belong on paper before you ask anyone for a quote.

  • Audience: who reads the dashboard, how often and on which device.
  • Decisions, not charts: what readers decide with it, such as which overdue customers to call or whether a region needs extra staff.
  • KPIs with written definitions: for each figure the calculation, the source and an owner. Does revenue count on invoice date or delivery date?
  • Sources: per system, whether it runs in the cloud or on your own server, who administers it and how data gets out.
  • Refresh: how current the figures must be, from several times a day to once after each month-end close.
  • Who may see what: which groups see which rows, and which data is sensitive, such as salaries or absence.
03 Selection

Choosing a Power BI specialist

Screenshots show taste. What you need to see is how the specialist builds, who does the work and what earlier clients say a year later.

The model, not the pictures

Ask to see a model from an earlier project: its relationships and how its measures are named. Ask how they would model your sources. A good answer mentions a star schemaStar schemaA way of arranging data with one table of events, such as invoice lines, in the middle and descriptive tables, such as customer and date, around it. and one shared semantic model, in plain language.

References a year on

Ask for a client whose dashboard has been live for a year or more, and ask about support, changes and what happened when something broke.

Certification

The relevant Microsoft certification is Microsoft Certified: Power BI Data Analyst Associate, earned with exam PL-300 (source: Microsoft, April 2026). It must be renewed through a free online assessment, so check that it is current (source: Microsoft, January 2025). It proves knowledge, not experience with your systems.

The people

Ask who will build, and who takes over during holidays or illness. The person in the sales meeting is not always the person in your workspaceWorkspaceA shared area in the Power BI service where a team builds, stores and shares models and reports..

Red flags in a proposal

Be wary when the specialist wants to build in their own environment and only share the result, when source files and documentation are missing from the deliverables, or when the refresh will run through a gateway in personal mode, which supports one user and cannot be shared (source: Microsoft, September 2026).

The same goes for a plan without reconciliation against your ledger, and for any suggestion to use Publish to web, where reports can be viewed without signing in (source: Microsoft, April 2026).

04 The project

Project phases, from discovery to handover

Microsoft's guidance runs from design sessions with business users to a handover soon after release that covers both the solution and its users (source: Microsoft, December 2024).

Discovery turns the requirements into a written scope: the sources are inspected, gaps are found, such as entries without a cost centre, and you decide whether to go ahead. The data model follows, tested first as a proof of conceptProof of conceptA small, early build on real data that tests whether the approach works before the full project is built. on real data: do the totals match the ledger for a closed month?

Report design runs in short rounds with a demonstration after each, so changes surface while they are cheap. Testing is done by the people who will use the dashboard, not by the builder; Microsoft calls this user acceptance testing (source: Microsoft, December 2024). The handover covers files, documentation, training and the support agreement.

05 Ownership

Deliverables and ownership: your tenant, your files

Have everything built in your own Microsoft environment, under licences in your organisation's name. The end of the contract then changes nothing about access.

The specialist works in your tenant with a guest account: invited outsiders become guest users in Microsoft Entra, the service that manages your organisation's Microsoft accounts, and keep the workspace roles you assign them (source: Microsoft, April 2026). A guest who publishes needs a Pro or Premium Per User licence, which you can assign or the guest can bring from their own organisation (source: Microsoft, February 2026; Microsoft, November 2025).

What you should own at handoverName each item in the quote and check it before you sign off.
DeliverableWhere it livesWhy it matters
WorkspacesYour tenant, with two of your own people as Admin and the specialist as Member or ContributorOnly an Admin can delete the workspace, or add and remove users in any role (source: Microsoft, February 2026)
Semantic modelYour workspace, with one of your people as ownerEach model has one owner, who gets the refresh failure emails; others must take it over to change its credentials (source: Microsoft, September 2026)
Source filesThe .pbix file (the Power BI Desktop file) or a Power BI project folder, in your SharePoint or Git repositoryA Power BI project stores report and model as plain text files, ready for version control (source: Microsoft, September 2026)

DocumentationNext to the source filesPurpose, sources, measures with definitions, roles, refresh
Put the rights in the contract

Who owns commissioned work depends on where you operate, and copyright protection of a report is not always clear-cut. In the UK the first owner of commissioned work is its creator, not the client, unless agreed otherwise in writing (source: UK Intellectual Property Office, August 2014). In the US a commissioned work only counts as made for hire in nine specific categories and with a written agreement signed by both parties (source: US Copyright Office, August 2024).

So write it down: the rights to the model, reports and documentation pass to you, or you receive a licence to use, change and have others maintain them. If the dashboard holds personal data, such as salaries, the specialist will usually process it on your behalf, which under the GDPR requires a contract (source: EDPB, November 2026); for other jurisdictions see data protection.

06 Pricing

Fixed price or time and materials

Rates differ by country and specialist, so this guide names no prices. Compare how a price is built and what makes it move.

Two pricing models compared
AspectFixed priceTime and materials
Risk of extra workCarried by the specialist, provided the scope is sharpCarried by you
SuitsA bounded phase, such as discovery or a proof of conceptWork whose size only becomes clear while building
Ask forA written scope and a route for change requestsAn estimate per phase, a ceiling and hours reported per round
Watch forA vague scope with a wide margin, or every question declared out of scopeHours without milestones or an end date

A combination often works well: a fixed price for discovery and the proof of concept, then time and materials with a ceiling. The price moves with the number and state of the sources, KPI definitions still to be agreed, row-level security, the number of audiences and pages, refresh frequency, your own people's availability and changes requested halfway. Send the same brief to two or three specialists so quotes are comparable.

07 Acceptance

Acceptance testing, support and maintenance

Agree before the build when the dashboard counts as finished. Good criteria can be tested by someone other than the builder.

  1. 1
Reconcile the figuresThe KPIs for closed periods agree with the ledger, and the check is recorded so it can be repeated.
  2. 2
Test every roleUse Test as role in the Power BI service, then sign in with real Viewer accounts, because row-level security does not restrict workspace Admins, Members or Contributors (source: Microsoft, May 2026). Someone with no role should see nothing.
  3. 3
Run the refreshThe scheduled refresh runs for a week without failure, and failure emails reach someone in your organisation.
  4. 4
Check speed and usePages load quickly on a normal laptop, and future readers find their answers unaided.
  5. 5
Check the handoverFiles, model and documentation are in your environment, an internal owner has taken over the semantic model, and removing the specialist's access stops nothing.

Sources keep changing after go-live: a new ledger account, a system upgrade, an employee who leaves. Agree who picks up a failed refresh, how change requests are submitted and priced, how fast the specialist responds and who keeps the gateway up to date. One catch for seasonal reports: when nobody has visited a model's reports for two months, Power BI pauses the scheduled refresh and emails the owner (source: Microsoft, September 2026). How to put this in a service level agreement is covered in choosing an IT partner; related guides are in IT and data.

Is your dashboard project set up to stay yours?

Answer the statements for a project you are planning or running.

  1. 1The decisions the dashboard must support are written down.
  2. 2Every KPI has a written definition and an owner.
  3. 3We have seen a data model the specialist built and spoken to an earlier client.
  4. 4The work happens in our own tenant, with our own people as workspace admins.
  5. 5The contract gives us the rights to model, reports and documentation, or a broad licence.
  6. 6The pricing model and the route for change requests are agreed in writing.
  7. 7Acceptance requires figures reconciled with the ledger and every security role tested.
  8. 8Someone in our organisation owns the semantic model and receives the refresh failure emails.

Questions

Frequently asked questions

How long does it take to build a Power BI dashboard?
It depends mostly on the state of the sources and the availability of your own people. A proof of concept on real data soon shows the size of the job, so ask for a plan per phase rather than one end date.
Can a Power BI specialist work remotely?
Yes. With a guest account in your tenant they can build in your workspaces from anywhere; if a source sits on your own server, your IT administrator installs and manages the gateway.
Which licences does a shared dashboard need?
Whoever publishes and shares needs Power BI Pro or Premium Per User. Readers need one of those too, unless the workspace sits on Fabric capacity of F64 or larger, where a free licence with the Viewer role is enough (source: Microsoft, August 2026). Microsoft's website lists current prices.
What is the difference between a Power BI developer and a data engineer?
A Power BI developer builds the semantic model and the reports. A data engineer builds the layer underneath: pipelines, storage and a data warehouse. With one or two tidy sources you usually need only the first.
