Grants and public funding for SMEs: what exists in major markets and how to apply
R&D tax incentives, innovation grants, guarantees, export cover and investment allowances, and how to win them.
In this topic: Finance 12
Public money for an established business rarely arrives as a gift
It comes as tax relief, a guarantee, export cover or a competition you have to win, and you usually apply before you start.
Grants and public funding for SMEs look different once a business is established. A general grant for running a business hardly exists. What does exist is support for things governments want more of: research and development, investment, exports, and lending to firms that banks find too risky. Most of it arrives as a lower tax bill, a guarantee behind a bank loan or insurance on a foreign order; grants are competitive. Governments lean increasingly on the tax route: tax incentives now provide 60% of government support to business R&D across the OECD (source: OECD, June 2026).
For money to start a business, see funding and grants for start-ups.
Under the EU's General Block Exemption Regulation, aid only has the required incentive effect if the business has submitted a written application before work on the project or activity starts (source: EUR-Lex, June 2014). Grant schemes elsewhere follow the same logic: a funder wants to change what you do, not reward what you would have done anyway.
Which kinds of public funding exist for established businesses?
R&D tax incentives
A deduction, credit or lower payroll tax for qualifying R&D, open to every company that meets the definition. Claimed after the year in many countries, but it needs records from day one.
Innovation grants and loans
Competitive funding for defined projects, often through calls with deadlines. Grants cover part of the costs; innovation loans finance risky development.
Loan guarantee schemes
The government covers part of the bank's loss, so it can lend when collateral is short. You still owe the full amount.
Export credit and support
Export credit agencies insure foreign receivables and guarantee working capital for export orders; trade bodies co-fund market entry.
Investment allowances
Faster or extra tax deductions for qualifying equipment or energy-saving assets, sometimes in full in the year of purchase.
Regional and training schemes
Regions, cities and sector bodies run programmes for energy, training or hiring.

- R&D relief: is there a tax incentive, who certifies the work, and when must you register or claim?
- Grants: which agency runs innovation or regional calls, and when?
- Guarantees: which banks offer the national scheme?
- Export: what does the export credit agency cover?
- Aid limits: does earlier support count towards a cap? Under EU de minimis rules, small aid received over any three years does (source: EUR-Lex, December 2023).
Example: one project, five sources of money
Rennick Engineering builds packaging machines and employs sixty people. It plans a sensor module for predictive maintenance, a new machining centre and an export launch in Canada.
| Plan | Amount | Funded by | Amount |
|---|---|---|---|
| Sensor module: staff, materials, testing | €620,000 | Own cash flow and reserves | €430,000 |
| Machining centre | €480,000 | Asset finance for the machining centre | €420,000 |
| Export launch: trade fairs, certification, local agent | €140,000 | Innovation grant, decision pending | €150,000 |
| R&D tax relief, received after the tax return | €110,000 | ||
| Term loan under a public guarantee scheme | €130,000 | ||
| Total | €1,240,000 | Total | €1,240,000 |
Fictitious Firmfocus example. The logic works in any currency.
The bank asked for two versions of the plan. Without the grant, Rennick would spread development over eighteen months instead of twelve and cover the €150,000 from cash flow and its overdraft. Because the plan works either way, the grant speeds the project up rather than holding it together. The R&D relief arrives after the tax return, so own cash bridges it. Rennick insured its first Canadian orders with its national export credit agency; currency risk is covered in exchange rates and currency risk.
How to apply for grants and public funding
- 01
Start from the project
Define the goal, budget, timing and what happens without support. Funders back projects, not businesses.
- 02
Find the schemes that fit
Use the agencies in the tables and your region's business portal; ask your bank about guarantees and the export credit agency about cover.
- 03
Check eligibility and timing
Note deadlines and whether you must apply before you start. Declare earlier aid.
- 04
Write to the criteria
Answer the funder's questions in its order, with figures from your plan.
- 05
Keep records from day one
Time sheets per project, technical notes on what you tried and why, and invoices: authorities can ask for them years later.
- 06
Report, claim and keep the evidence
Grants are paid against approved costs and reports. Missing a condition can mean repaying.
What funders look for
- Incentive effect: the support changes what you do, how fast or how much.
- Real uncertainty or novelty: technical or commercial risk, not routine work.
- A route to revenue: customers, a market and a plan to sell the result.
- Capability: a team and partners who can deliver.
- Financial capacity: you can pay your share and pre-finance costs until the money arrives.
Small firm or larger SME
Owner-led firm with a few staff
Start with support that needs no competition: investment allowances, R&D relief for real development work and a guaranteed bank loan. For a grant, a university or larger customer can share the application.
SME with an R&D team or export department
Keep a funding calendar with claim deadlines, calls and export cover for large orders, and separate project costs in your accounts.
Pitfalls
- Starting before applying: it can rule out the grant altogether.
- A plan that needs the grant: if the decision is late or negative, the project stalls.
- Weak records: without evidence kept at the time, reports, audits and R&D claims are hard to defend.
- Aggressive advisers: the company, not the adviser, answers for a claim, so agree fees and scope in advance.
Public support works best inside a sound financing mix, as the financial tips for SMEs explain; tax relief is covered in business taxes and every money topic in Finance.
